The Town of Groton, Connecticut seeks an experienced, proactive, and responsive leader who will support the overall direction and management of the Water Pollution Control Facility. This position will have oversight and responsibility for the efficient operations, financial management, and compliance of the facility. The Superintendent will further develop the expectations and culture of the department and is accountable for ensuring that belonging and engagement are integrally tied to all actions and decisions in areas of responsibility. The Superintendent of Water Pollution Control is a non-union, exempt, full-time position.

POSITION OVERVIEW
Under the general direction of the Director of Public Works, the Superintendent is responsible for the direction and administration of the Water Pollution Control (WPC) and sanitary sewer collection system. While managing the Town’s wastewater, is also responsible for division fiscal strategies, budget development, monitoring and projecting expenditures and revenues, coordinating and monitoring bond issues as required for the treatment facility, collection system, or facility improvements, developing rates and fees, and the analysis and reporting of data for the Collection and Treatment System.
The Superintendent assists in the creation and/or implementation of division strategic, administrative, performance, and fiscal responsibilities and objectives, including associated infrastructure and facilities. Establishes and maintains internal control procedures and assures that local, state, and national standard operating procedures are maintained. Creates, reviews, and adjusts division operational policies and procedures to improve efficiency and effectiveness of operations. Monitors and makes recommendations for infrastructure maintenance and improvement and may serve as a project manager for various initiatives. Leads and collaborates on budget development for the division, and assists with long-range capital planning for presentation to various Town bodies. Manges the fiscal monitoring and responsivity of the division, including providing forecasts and estimates. Supports employee supervision, management, performance, and development. Motivates and monitors performance of leadership roles. Ensures maintenance of high customer service standards and outcomes, including awareness and adherence to best practices and positive communication. Maintains regular contact with consulting engineers, construction project engineers, Town, state and federal agencies, professional and technical groups and the general public regarding Division activities and services.
Participates in the on-call supervisor rotation, responds to emergencies as needed, and represents the Town by attending meetings and other events which may occur outside of normal work hours.
REQUIRED QUALIFICATIONS
AS Degree in Environmental or Civil Engineering or related field, and a minimum of ten (10) years’ experience, six (6) of which must be in wastewater operations, including two (2) years of supervisory experience in a public utilities organization. Or a BA Degree in the same and eight (8) years overall experience as referenced above. Experience in a public utilities organization working with regulatory agencies, consulting firms and contractors is preferred. Experience managing staff in a union group environment preferred. A combination of education and experience that demonstrates the ability to perform the responsibilities of this position may be considered in lieu of the stated educational and experience preferences
Must possess knowledge of local, state, and federal utilities safety best practices, procedures, and regulations. Possess appropriate written and oral communication, presentation, and independent judgment and research skills. Well-developed customer service and solution skills. Ability to analyze and compile technical and statistical information and prepare technical reports. Ability to work independently as well as be a collaborative team member. Proficiency with administrative software, Microsoft Office, and the ability to learn specific software related to public utilities.
Criminal background, drug testing, and driving record checks required prior to employment.
CERTIFICATIONS/LICENSES
Motor Vehicle Operator’s License is required. State of Connecticut Class III Operator Cert. for Wastewater Facilities, or inter-state reciprocity is required. A Class IV is preferred, and the selected candidate must obtain it within a timeframe to be determined at the time of hire.
